meh. even if you could always apply all that damage, managing three semi-main weapon systems (one of which constantly draws aggro) while juggling painters is too much of a hassle.

i just took a peek at WoT game mechanics. the most accurate analogy to rate of fire mechanics in eve is the gun rammer. it provides a 10% bonus to reload time. imagine it gave you a 50% bonus instead of a 10% bonus. your total dps would not go up ...
